Guangxi Industrial Environmental Efficiency And Its Influencing Factors

With the development of economy, resources and environment problems have become an important factor restricting China’s economic and social health development, but also owe the developed area give full play to the advantages and the problems facing needed to overcome. Face to the more and more serious resources and environment problems in the process of industrialization in Guangxi, how to scientific recognize these problems? And how to get rid of the resource constraints and environmental dilemmas problems? The fundamental way to solve the resource and environment problems and get rid of the resource constraints、environment dilemma is to promote industry development, explore an efficient utilization and low consumption of energy utilization road, making resources continuous into industrial production, and control the adverse effect to the affordable limits, making the direction of industrial development to optimize the environment and improve the environmental efficiency.Accordingly, this paper do a depth research about the efficiency of the industrial environment, measurement and analysis of the industrial environment efficiency in Guangxi, analysis of industrial environmental efficiency of scale, energy efficacy effect, structural effect, the effect of carbon dioxide emissions and welfare effects, and make the energy utilization rate^capital deepening、industrial structure、the level of the market into the influencing factors of the efficiency of the industrial environment framework for theoretical analysis and empirical research.First of all, this paper use the Max DEA calculated out of the Guangxi industrial and environmental efficiency on constant returns to scale and returns to scale variable contains and does not contain the pollution variables, the efficiency values of the various industries in different years show a greater fluctuation, within the industry, industry and the different years are difference. In addition, the industry does not contain variables of environmental pollution and the average scale efficiency with environmental pollution variables showing highly correlated, but there is a significant gap between them, indicating that environmental pollution has a significant impact on the efficiency of scale effect.Secondly, the decomposition of weighting factors on the efficiency of industrial environments, down to its economies of scale,the product of the energy efficiency effect, structural effect and the effect of sulfur dioxide emissions. The results showed that:both the economies of scale in the case of constant returns to scale or returns to scale variable was not significantly impact on the efficiency of industrial environments, changes in energy utilization is the main factor to improve the environmental efficiency of the industrial structure changes on the environment the efficiency of growth has a significant impact on the effect of carbon dioxide emissions with the stages.Third, through the establishment of welfare effect model about the efficiency of the industrial environment showed that:the marginal substitution between pollution emissions and income, and the welfare effect of residents’losses with increase of environmental efficiency and diminishing marginal. In addition, the empirical results show a positive relationship between the level of the welfare effect of residents and environmental efficiency and environment efficiency of the welfare effect of residents range from0.6%to1.2%; environmental regulation and environmental efficiency of the negative relationship, and environment control is too loose may lead to control policy failure, thus inhibiting the improvement of environmental efficiency.Fourth, on the basis of the theoretical analysis of the influencing factors of the efficiency of industrial environments and assumptions built on the environmental efficiency of industry and energy utilization, capital deepening, industrial structure, market-level variables panel data models to inspect. The results show that the industrial environment, efficiency and industrial structure, energy efficiency there is a positive effect, while the industrial environment, efficiency and capital deepening, the level of market-oriented negative effect.Fifth, on the basis of this paper, to relevant policy advice to governments and related departments to provide relevant policy basis combine with the Guangxi situation.
