China National Aviation Company (CNAC) was China’s first Sino-American Joint Venture,which was built up designedly and organically by Nanjing National Government in accordance with therequirements of modern enterprise. At the end of1920s, Nanjing National Government decided to built upChina National Aviation Company and develop civil aviation under the international and domestic pressure.Because of the power struggle among different departments and people’s strong opposition, the FormerChina National Aviation Company perished soon after establishment. On July8th,1930,TransportationMinister Boqun Wang signed the new treaty——China-US air transport treaty——with Pollin whorepresented The United States Flying Transport Company, restructuring and establishing the new CNAC.CNAC was a joint venture invested by national capital and foreign capital. The company usedfunction-level management structure. Its financial condition showed a dynamic change characteristic. From1930to1937, with Shanghai as the center, CNAC had open four major routes: Shanghai-Chengdu,Shanghai-Beiping, Shanghai-Guangzhou, Chongqing-Kunming. The business of mail transport, passengertransport and freight transport had been done fully. And the operation revenue had gradually turned aroundfrom initial serious loss. Before the outbreak of Anti-Japanese War, CNAC had become the nation’s largestcivil aviation enterprise. However, there were some problems which were difficult to solve in the company.The CNAC’s early development had become a microcosm of the development of China’s civil aviation inthis period.Trough investigation and analysis of the CNAC’s early development process, this article pointsout, Chaos and imperfections of the Nanjing National Government management system, and the outbreakof Anti-Japanese War, impacted and interrupted the CNAC’s normal development track. The financial support of the National Government, especially the Transportation Minister, helped the CNAC gettingthrough the difficult fund-short time. However, the government has also shouldered certain economicburden. The shares of the United States have both advantages and disadvantages. This problem should beviewed objectively.
