With the continuous opening up of China’s financial sector, foreign banks expand businessin the domestic market constantly and deeply. As well as the growth of the small andmedium-sized joint banks, the market competition of domestic commercial banks is in theincreasingly fierce. As a newly established bank, the Postal Savings Bank, not only in the CityBank has developed rapidly in recent years.However, as the important support of development,internal management level has not been given sufficient attention, the corresponding change in thesystem is not yet in place in time.Compared to postal savings banks with joint banks, there is a certain gap in managementphilosophy, in the scientific nature of the appraisal system, in training system and wages.Therefore, the key to attract talent is to create strong incentives, constraints, and effectiveperformance management system, and to fully guide the salary distribution. As an effective meansto enhance the core competitiveness, the establishment of a scientific system is an urgent need forthe Postal Savings Bank.In this paper, the in-depth study of performance management system of China Postal SavingsBank Z branch gradually improve the performance management system.So organization andindividual employees can be able to see the direction in the development process, discoverproblems, identify the causes and propose solutionsto,and ultimately to promote the continuousimprovement of organizational performance.With the performance management, we can find themeeting point of the staff’s career and business development, and so as to achieve win-winsituation.In this study, we use a combination of theoretical research and empirical analysis,to study thequestion. by the way of questionnaires and interviews, we got a large number of validdata.Through statistical analysis of data from the Z branch of the China Postal Savings Bank, wedesined a performance management system for a full range of diagnostic, then developed a setsuitable solutions for the China Postal Savings Bank Z branch to improve the level of humanresource management, and to promote the branch’s development goals.
