The Tactic Study Of The Technology Innovation Of Gansu Small And Medium-sized Enterprises Under The Public Policy Perspective

Enterprise is the main body of technology innovation, and small and medium-sized enterprises (SME) are the most active and dynamic components. Since the technology innovation ability of Gansu is relatively weak, the technology level of SME in Gansu even low, and keeping a big gap with the developed area in China. Due to its location, environment, historical economic accumulation, lack of talents and other factors in this province, most SME’s economic condition and investment ability is poor; the ability of independent innovation and technology self-supplying still in a low level, and technology innovation activities is not active. Gansu lacks the environment for technological innovation, which restricted the development of technology innovation of SME and high technology industry.This paper analyzes the existing problems and reasons of technology innovation of SME in Gansu from the perspective of public policy, so as to improve policy-making and policy environment. This paper involves three aspects of public policy issues:one is the public policy making, second is functions of government, the third is technology innovation support theory. On the base of multiple policy factors, the paper mainly focus on the analysis and research on technology innovation of SME from multi-angles, and specifically analyze the existing problems from a government perspective in order to find out which targets the government should point at in terms of technology innovation.The whole is divided into six parts. The first is the summary, which mainly introduces the research background, content and significance and methods. The second is the related theory and practice. Part iii, iv, and v respectively discuss the existing problems on technology innovation of SME and possible reasons from the government. Then, with the experience on technology innovation support of the western government, these parts put forward measures on promoting SME technology innovation. The sixth part generalizes full-text conclusion.Through the analysis, this paper has the following conclusion:the first, the government better give full support to SME. Gansu should focus on the related resources and regional pillar industries, attract and centralize various technology innovation elements. Through technology innovation, Gansu can use high-technology to promote SME upgrading and create an effective innovation support platform to attract and gather technology innovation elements to the lowland of Gansu. The second, it’s the choice that the government could try to solve the technology innovation problem of SME through non-market means, such as government procurement, project subsidies.
