| With the development of e-government, government e-procurement is becoming the important part of our country’s information construction. At present, the e-procurement platforms have been established in most regions, but the level of development are unequal. Some of them have achieved outstanding success, but others are still at primary stage because of several obstacles and problems. Since they established the e-procurement platforms in accordance with their own solutions and standards, it’s a tremendous waste of resources. Therefore, building a unified national government procurement platform has been an important content of China’s "12th Five-Year" period of government procurement.This paper is based on the experiences of the domestic and foreign governments, our current situations of government procurement and the level of our information technology. From the angle of information systematic constuction, this paper researches in detail. I wish that it will be helpful to relevant personnel.At first, there is an overview of the basic conceptions of government procurement, government e-procurement, and collaboration. And I deeply analyzed the development of China’s government procurement background, described the importance of building government procurement collaboration platform in the current situation.Then, this paper analyzed much experience of system construction from the United States, Korea, and Singapore. And also, summarized the significance to our country. Meanwhile, this paper analyzed main platform characteristics of some cities which are superior to others, and several obstacles and problems presented during our construction.The third, this paper remarked on the principles of building collaboration platform, the functions of the platform, the procurement processes, the system and structure of the platform, as well.Finally, this paper made a comment about the key technologies and the corresponding security system of collaboration platform. |
