With the increasing demand of social development to spiritual civilization, academic groups in our country are rapidly developing. But at the same time,there are also many constraints, leading them facing many challenges in management. In the process of social development, if the academic community groups want to achieve the social value of the group itself, it should make a strategic objectives which are predictable, according to his group’s own shortcomings and advantages, and in order to promote their development. However, the implementation of these strategies requires more help of advanced management tools, need to use the tools to give more systematic evaluation of the performance of academic and social groups. Meet the conditions of the comprehensive evaluation of existing performance evaluation system, the Balanced Scorecard Performance Evaluation System. It is a comprehensive performance evaluation system, based on the organization to emphasize that the financial indicators of organizational goals, vision and the need for competition and non-financial indicators of organic combine to balance the short-term and long-term interests, and truly make up the traditional performance evaluation simply defects in the main financial indicators, the characteristics of such a performance evaluation system is precisely to make up for academic social groups vulnerable because of its non-profit in the market, so that it can adequately measure the social benefits of academic groups.By the introduction of the balanced score card concepts and theories, this article will be the strategic objectives as the leading direction to create a system of performance evaluation system for a specific academic community groups how to build their Balanced Scorecard, conducted in-depth study that the system should focus on the four dimensions of learning and growth, internal processes, customer, financial, academic and social groups to evaluate the level of performance to drive the circular relationship between them four dimensions to show the organization’s strategic routes, this can be achieved for the purpose of performance evaluation of the performance improvements and amendments from the implementation of organizational strategy to organizational strategy.The main use of reasoning and comparative analysis, research methods qualitative and quantitative want to combine, and would like to combine practice and theory. First of all, the topics of meaning and purpose, as well as in the issue of domestic as at this stage of a detailed exposition; then, the basic characteristics of the academic and social groups, as well as the evaluation of the status of our country for its performance are described through the introduction of the Balanced Scorecard the core idea of its basic framework, and to detail the advantages of academic organizations use the Balanced Scorecard technology; after this, the author introduces the S City critics Association this academic society groups, and the model used for performance evaluation of the academic groups updated design, the establishment of a balanced scorecard system of performance evaluation indicators for the academic community groups, making the performance evaluation can be more effective the development of feedback and social groups,play a more significant role in the development of societies.The full text of relying on the framework of the Balanced Scorecard, on the basis of summing up the findings of the domestic and foreign, more profound analysis of the Balanced Scorecard system, and the assessment of the Balanced Scorecard results, in order to find competitive advantage of organizations as a basis for future work, to help organizations to have a better development.
