The Risk Of Land Reserve Research Based On The Decision-making Efficiency

With the establishment of the first national land reserve institutions in Shanghai since1996, the implementation of China’s land purchasing and storage has gone through the course of15years. The found of land reserve institutions not only optimize the configuration of land resources, but also promote land intensive and efficient use. With the increasing land reserves, changing land-use structure and urban planning, during the process of land purchasing and storage, or land bank decision-making when faced with a growing number of uncertainties, these uncertainties has brought a certain degree of risk to the land reserve. It also hindered the orderly and healthy development of land market.This paper use DEA means to analysis12cities of Hubei Province land bank risks and decision-making efficiency, based on previous experience, combined with the land bank risk.It also in further determine the effectiveness of the city’s land bank decision-making. Through the decision-making effectiveness of the end of the city land bank may face the degree of the risk,it analysis and pointed out the shortcomings and the need to improve the elements of these cities in the land bank.The study showed that12cities in Hubei Province, mainly in the2005-2009five-year, in addition to Wuhan and Shiyan land reserve decision-making efficiency is high, the other cities are more or less, the land decision-making inefficient or ineffective, this low effective or ineffective ultimately increase the possibility of the land reserve risk.This article points to strengthen the land reserve risk prevention measures in the final, they are:to improve the transparency of land transactions, to determine a reasonable amount of land reserves, innovative way of land supply and establish efficiently decision feedback mechanism. Through these measures, the promotion of China’s land market toward benign and efficient direction of change, and it promote us effectively avoid the risk.
