With the development of economy, the improvement of people’s living standard, on the highway, public infrastructure project demands more and more big, but because public infrastructure project investment amount big, long production period, the governments of many countries to meet the needs of all, so use of this new BOT financing mode, absorbing private capital in infrastructure construction, give full play to the advantages of folk capital, effective relieve the government the building of public infrastructure projects financial pressure, and some financial risk and construction risk are transferred to the project company, so BOT mode is a basic construction of China’s national economy of a kind of effective added.At present, the research involving BOT focus on project risk management and the concession period of determining these two aspects, the research on how to guarantee the project how the basic interests of the company, no further discussed from the construction, operation to the last project over to the government of the whole process, the project will bring what kind of social benefits, to bring the public what effect. Based on this point, this paper selects the government guarantee not to repeat the construction guarantee as a starting point, define a reasonable not repeat construction fixed number of year, will not repeat construction fixed number of year is divided into three stages, and by establishing a social benefit evaluation index system, according to the characteristics of each stage, to choose suitable for various stages of the index, each phase BOT project evaluation of these indicators produced what kind of impact, and concluded that BOT project to bring along the social benefit of the profits and losses of the city, and better coordinate with the relationship between the BOT project society, realizing the social benefit of pareto improvement.The article can be divided into the following five parts, the concrete content as follows:Chapter1of this paper mainly the research background, the research significance, the research content and research methods discussed and illustrated, using literature research at home and abroad have reviewed the results, this paper puts forward the research purpose;Chapter2mainly to the BOT definition, part of a simple introduction. On this basis, understand the content of the construction is not repeated, discussed the definition of repetitive construction, not duplicate construction scope and not repeat the meaning of construction, to not repeat construction with intuitive understanding.Chapter3major is not repeated in the construction of the fixed number of year basis, the article introduces the establishment of social benefits defined; The characteristics of social benefit evaluation; Social benefit evaluation finally the goal and significance.Chapter4mainly to the social benefit definition, social benefit evaluation system index, system establishment principle is also briefly introduced. On this basis, will not repeat construction fixed number of year is divided into three stages:(1) during the project under construction;(2) during the project operation;(3) don’t repeat construction fixed number of year end period; Select suitable for various stages of the indexes, and analyzes three stages inside, highway BOT project every index respectively brought what kind of impact, and concluded that BOT project to bring along the city what kind of social benefits, and eventually the analysis and evaluation of the BOT highway brings the social benefit and losses.Chapter5through the establishment model, through the mathematical formula expounds not repeat construction fixed number of year three time, highway to bring along the social benefit of the city.Chapter6or SuiNing period and high speed selection as a case, first introduced the cotton and highway SuiNing segment of the basic situation, through the index system of selecting principle, the selection of the various suitable for various stages of the index, through the analysis of three phases the BOT highway to these indexes which influence brought, and concludes that the road to SuiNing BOT stretch of the freeway along with the social benefit of the profits and losses of the city.
