Along with the massive flow of rural and urban population, the citizens of the new generation of migrant workers increasingly prominent. In this article,The new generation of migrant workers are defined as this:the age less than25years, residence in rural areas, but they are a young group which is living and working in the city.Based on the three theoretical paradigms which including push-pull theory, the theory of social exclusion, and Todaro’s population mobility.In view of this, firstly, the paper described the characteristics on the generation of migrant workers and their citizen plight. Generation of migrant workers and their parents have a large different.This new group have some feature such as Young but accepted the high level of education, low tolerance but want to have high life expectancy, in addition, Their Career planning as well as fixed positioning are fuzzy. These common are not only encourage them to have a strong public aspirations, but also take some obstacles to their citizen transformation.Now,The degree of the new generation of migrant workers’citizen is very low,and also exist the plight.We can summarized the Reasons into the following four aspects.such as Working conditions and remuneration packages, housing and social networks, health、education and training, as well as political rights and social protection. From the Perspective of these four aspects, Generation of migrant workers do not have equal Right to shared the urban public goods and the legal rights Protecting,and also can not get more opportunities to achieve self-development. It can be said that they are a marginalized group in the city which is the blind spots in the urban development. They came to the city to accept the baptism of the new urban culture, the long time life of the city made them more eager to stay in the city, and no longer willing to return to the countryside.in fact,even they are willing to return to the country of origin, they are also unable to adapt to the life at home. Although the new generation of migrant workers are have a strong role changes desire, But they faced the contradictions that Subjective desire does not comply with reality. Many people in the city residents are not recognized the new generation of migrant workers, but the Urban public is the mainly object that the generation of migrant workers contact when they come into the city. Therefore, the discrimination of the public would seriously undermine the Sense of belonging and identity of the new generation of migrant workers. In order to make the analysis more convincing of the article, Article is try to under the the perspective of economics,used the economic statistics software to analysis the reality hinder and dimension of the new generation of people of migrant workers.through select the Sample which include721new generation of migrant workers that below25years old,.and then,use the citizen level as the dependent variable, the above analysis of the four dimensions continue to breakdown the corresponding index as independent variables, On this basis, do the regression analysis. The household registration system have severely restricted the city’s settled conditions, and the imperfect social security system and employment system resulting in the the lack of policy support and material security to the citizen of the generation of migrant workers, Undeniablely that the new generation of migrant workers plight has a profound institutional reasons.In addition to the institutional constraints, the impact of non-institutional constraints should not be underestimated, in some degree, its impact is not less than the former, the impact is reflectedin in the urbanization perspective, sociological perspective, Management perspective as well as Human Capital perspective.Including the low remuneration packages and the large market pressures broughts the high costs, Scarcity of resources and space broughts the crisis of survival, the limitations of social interaction and the absence of the farmers’ own quality level and the lack of organizational platform. These non-system constraints are more or less impaced the public of the new generation of migrant workers, Just do not have the same degree of influence.Finally, paper described the public path selection and mechanism design about the citizen of the new generation of migrant workers. Which Including relaxation of the city settled conditions, use the level of education and the living time in the city as a standard.
