Research On The Efficiency Evaluation Of Enterprise-University Cooperation In Anhui Province

As the acceleration of world economy globalization, continuous development of science technology, increasingly fierce competition among countries, technology innovation is becoming the motivation force to promote regional technology and sustainable economy development, which is also the fundamental cause of success in the fierce market competition. It’s becoming the focus worldwide, how to improve ability and speedup the process of technology innovation presently. Nevertheless, Enterprise-University cooperation is the significant approach to strengthen technology innovation, and also the key element of keeping competitive in long term for regions. It’s beneficial to accumulating the regional resources, bringing advantage into full play for enterprises,universities,research organizations respectively to propel regional production, education&research cooperation. Thus efficiency of technology innovation gets promoted.In this article, cooperation performance among enterprises, universities&research organizations in Anhui province are evaluated, by both theory analysis and case study.To find restrictions and bottlenecks for Anhui province, it’s compared between production, education&research cooperation in Anhui province and that in other provinces, which means a lot for promote the cooperation efficiency, regional independent innovation ability&resource integration, advancing the regional economy development in long term. Furthermore, it proposes corresponding development strategies based on the existing issues, which provides reliable guidance for the cooperation in Anhui province in the future.Firstly, brief introduction is given about the study background and purpose to summarize the study achievements in the past, to re-identify the concept and contents of production, education&research cooperation, to analyze each element of the cooperation and the cooperation purposes. Theory foundation for this article is built based on summarizing existing study mythology and model about the cooperation performance evaluation.Secondly, analysis is given about production, education&research cooperation in Anhui province both macroscopically and microscopically. Macroscopically, a general description is given about published policies and fruits gained about the cooperation; Microscopically, data collection and sorting out about universities and enterprises participated in the cooperation in past5years, especially for their participation extent and achievements. It takes data analysis to find issues in the cooperation and the root cause in Anhui province.Thirdly, existing performance evaluation index system and its construction principle are probed and discussed by studying the existing performance evaluation effect factors of the regional cooperation. Then built up the cooperation evaluation system which is conforming to Anhui province. Packet Analysis method is selected to evaluate and compare input and output data of31provinces nationwide, by proceeding through the data related. The result shows that Anhui province lies in a low position relatively. Then, per DEA project principle especially for Surplus Variable and Slack Variable in each index, planning is proposed that R&D expenditure and research funds in universities from the government should be reduced by10.9%and23.1%, respectively, besides all4output index should be increased by35.33%.After the adjustment, production, education&research cooperation in Anhui province becomes DEA Efficient.At last, measures and suggestion are proposed related in following four aspects:to improve the ability of enterprise digestion up to the status that enterprises become the main part in the cooperation, to strengthen the SciTech fruit transformation between universities and research organizations, to strengthen guidance and support from the government to the cooperation, to strengthen medium agency construction,based on the conclusion from the model study and root cause of dropped behind cooperation status for Anhui province, in order to improve the cooperation efficiency, to promote fast development for Anhui province, to speedup the pace of regional technology innovation.
