Evaluation Of The Efficiency Of Industry-University-Research Cooperation In Zhejiang Province

Technological innovation is the inexhaustible motive force for regional scientific and technological progress and sustainable economic development, and it is also the wonder-working magic for the enterprises to secure an invincible position in fierce market competition. How to effectively promote technological innovation has become a national or regional focus issue.As an effective way to strengthen the technological innovation, Industry-University-Research cooperation plays an important role in regional innovation system. To promote IUR cooperation integrates the respective advantage of enterprises, universities and research institutes, aggregates effectively regional resources and enhances the efficiency of innovation factors. Therefore, it has great significance for strengthening effective integration of regional resources, enhancing the regional innovation ability and promoting economic development to do quantitative research on the efficiency of IUR cooperation and find out the main influencing factors.This paper introduces the technological innovation theory,information asymmetry theory and three spires theory,and based upon which it analyzes the status quo of Industry-University-Research (IUR) cooperation in Zhejiang province , the main issues and the reason in a macro viewpoint through the questionary survey and field research.on the basis of these results.Firstly it analyzes the advantages and disadvantages of the previous key performance indicators of IUR and constructs the new key performance indicators of IUR for the real stuation in Zhejiang province pursuant to the pertinent principles.Secondly,by comparing the method of assessing the performance of IUR,it chooses the data envolopement analysis method to assess and compare the performance of IUR in 31 different provinces and points out the gap between the Zhejiang province and the other cities like beijing,shanghai,and guangdong province.on the basis of quantitative analysis and combined with the qualitative analysis,it analyzes the comprehensive DEA inefficency of IUR in zhejiang province and scale degrading trend,through the DEA analysis it points out that it can not solve the comprehensive DEA inefficency of IUR cooperation and the degrading scale efficiency and optimize the resource configuration just to increase the investment of IUR cooperation.Finally it reveals the deep reasons influencing the IUR cooperation,and come up with some pertinent suggestions of perfecting the service system of IUR cooperation and elevating the level of IUR cooperation for enhancing the performance of IUR cooperation...
