The applied force toward the natural world imposed by human beings will onlykeep on deepening along with the development of human society. Only by changingthe way how human beings affect on the natural world, can the sustainabledevelopment of human society come to reality. Technology is the crucial factor, whichdetermines how the applied force of human beings can affect on the natural world.Different choices of technology, will definitely lead to different effects on economy,environment and society as result. Thus, for the goal of sustainable development, theselection of technology always plays an important role.This paper, beginning with the explanation of dual nature of technology, tries toillustrate the different effects which the applications of different technology imposedon individual and social welfare. Take this as theoretical foundation, this paperexplain the definition of micro-selection of technology (MIST) and macro-selection oftechnology (MAST), and proposed approaches to evaluate the performances of theselection of technology. Further, this paper scrutinizes the consistency problem of theperformances of MIST and MAST with the help of the Game Theory. It concludesthat, given the existence of externality, uncertainty and imperfect competition, thecollision between the performances of MIST and MAST is very likely to happen.Though merely depend on market mechanism can guarantee the performance of MIST,it can hardly guarantee the performance of MAST at the same time. The only way tounify the performances of MIST and MAST is to invite players with different interestdemands into the process of the selection of technology, design reasonable institutionsfor selection of technology which follows the spirit of sustainable development, makebest of the advantages of different resources distributing systems. The sustainabledeveloping approach for the selection of technology is actually a holistic systematicinstitution which respects different interest demands and combines different resourcesdistributing systems. To demonstrate this theoretical assumption, this paper chooses relevant data from1990to2009, and applies the AHP method to create technology selecting adjustmentindex (TSAI), which can measure the evolution of the selection of technology, anddevelopment sustainability index (DSI), which can measure the change of theperformance of MAST. The analysis concludes that market mechanism has becomethe fundamental system for resource distribution in China, but it rarely has muchachievement in harmonizing the collision between the performances of MIST andMAST. This result in the acknowledgment that speeding up the construction of thesustainable developing approach for the selection of technology is very necessary. Inthe end, by considering the theoretically analytic conclusion and fundamental realityof China, this paper state proposals for solving existing problems in the selection oftechnology of China and improving the performance of the selection of technology ofChina.
