The Rearch Of The Relationship Between Resources And Innovative Development

Resources and technological innovation are the most important tasks in the era.And how to realize the optimal allocation of resources and how to utilize themeffectively through technological innovation has already been an unsolved academicproblem with great theoretical value and practical significant. This paper will combinerescourses and technological innovation. So we can study the relationship betweenresources and innovation development further from the angle of technologicalphilosophy.This paper puts forword the main academic question which needs discussion，reviews and comments related bibliography， and introduces methods， characteristicsand significance. It points out that resources are the source of wealth and the conditionof innovation， and that we can divide it into four basic types， natural resources，capital resources，intellectual resources and cultural resources. It points out thatinnovation means development， utilization and optimal allocation of resources by newthoughts and idea to realize its business value. It also points out that innovation of theindustrial age and that of knowledge age are two significantly different ways ofinnovation. The relationship between resources and innovation is the relationshipbetween conditions and development or the relationship between conditions and modesof development. Resources are precondition and source of the realization of innovation.Innovation is the specific method and mode of realizing development， utilization andoptimal allocation of resources. So resources and innovation reflect the dialecticalrelationship of possibility and practicability. By the historical analysis of therelationship between resources and innovation， we know that the change fromindustrial economy to knowledge economy means the change of economic activitycente，(from industrial innovation to knowledge innovation). Then it analysesconcretely the important role that four basic types of resources(natural resources，capital resources，intellectual resources and cultural resources) play in the activities ofinnovation. It also demonstrates the basic role， supporting role， leading role and soulrole of four basic types of resources in the activities of innovation and at the same timecriticallly analyses other views such as “Knowledge economy is based on knowledge”. Finnally， it studys the cases of the relationship of resources and innovationdevelopment. By the case of Heilongjiang old industrial base， it analyses therestraining factors of resources and innovation development and puts forward someconcrete measures of the choice of the modes of innovation development.It discusses the internal relationship between resources and innovation development.It can not only extend the philosophical investigation of technological innovation， butalso provide important reference for optimal allocation of resources and construction ofinnovation-oriented country. It makes a great contribution to social progress.
