In October 2022,The Party’s 20 National Congress proposed that the country should prosper and develop cultural undertakings and industries.Micro culture enterprises are the main force of our cultural market, undertake important missions of the social economic development, cultural inheritance and communication in our country. With the further development of mass entrepreneurship and innovation, more and more small and micro cultural enterprises enter into the cultural market competition.Innovation is the source of competitive advantage for small and micro cultural enterprises. However,in reality, small and micro cultural enterprises are often faced with difficulties such as lack of funds and talents, which leads to difficulties on the road of innovation. Therefore,to help small and micro cultural enterprises achieve creative goals and take the road of sustainable development is an urgent issue for enterprises, governments and other parties to consider. In today’s era, small and micro cultural enterprises are faced with complex and changeable external environment.Social resources are the basis and prerequisite for them to gain viability and competitive advantages through innovation. The way and degree of innovation of small and micro cultural enterprises are affected by the nature of the industry, the strength of the enterprise and other factors. The concept of dual innovation explains this difference, namely exploratory innovation and exploitative innovation.Exploratory innovation is the fundamental change of products, technologies and markets, while exploitative innovation is the gradual adjustment of existing products, technologies and markets. This study combined qualitative research methods and empirical research methods, taking small and micro cultural enterprises as the research object, firstly reviewed the relevant studies on small and micro cultural enterprises, social resource theory, dual innovation theory and environmental turbulence.Secondly, based on the literature research, the authors conducted semi-structured in-depth interviews with the founders and executives of 17 small and micro cultural enterprises to obtain the original data about the social resources that affect the innovation of small and micro cultural enterprises, and constructed the conceptual model of "social resources that affect the innovation of small and micro cultural enterprises" by using the grounded theory method. Then, based on the constructed conceptual model and the maturity scale of previous scholars, the questionnaire was designed and sent online and offline. Finally, after data processing and analysis of the selected effective questionnaires, the following conclusions are drawn: entrepreneurial resources, political resources, regional resources and platform resources have a significant positive impact on the bi-valent innovation of small and micro cultural enterprises;Environmental instability plays a positive moderating role in the positive influence of political resources on exploratory innovation of small and micro cultural enterprises;Environmental instability plays a negative moderating role in the positive influence of entrepreneurial resources, political resources, regional resources and platform resources on the exploitative innovation of small and micro cultural enterprises;Environmental turbulence has no significant moderating effect on the positive impact of entrepreneurial resources, regional resources and platform resources on exploratory innovation of small and micro cultural enterprises. The research conclusion shows that, driven by business objectives, small and micro cultural enterprises combine their own reality and objective environmental status and selectively use social resources to implement dual innovation. This study defines the social resource elements that affect the innovation of small and micro cultural enterprises, verifies the influence of social resources on the dual innovation of small and micro cultural enterprises, considers the regulating effect of environmental turbulence, enriches the research achievements in related research fields, and provides management enlightenment for the practice of small and micro cultural enterprises. Finally,In this paper, the shortcomings and future prospects of the research are discussed in order to improve them in the future research.
