After twenty years of development, small andmedium-sized banks in China have become a very important partof our financial system, providing important financial support to thedevelopment of China’s economics and society. Small andmedium-sized banks which have small scales, innovative activity, and canact flexibility, are an injection of fresh blood to our financial system, andthey have pushed the reform of state-owned banks and the developmentof our bank industry. However, due to their natural disadvantages, such asweak overall strength and poor anti-risk ability, small and medium banksare suffering great competition pressure. Small andmedium-sized banks should make good use oftheir strengths, overcome their weaknesses inside and identify the marketposition to explore a sustainable development path which is suited totheir characteristics.This paper made a qualitative analysis of the external factors of small and medium-sized banks in China, analyzed andsummarized the key external factors that affect the development of smalland medium banks, made a quantitative analysis of the key externalfactors with the External Factor Evaluation Matrix (EFE) and the analytichierarchy process. And then, each of the key external factors has beendistributed a weight, namely the size of the impact of variousfactors to the development of small and medium banks. Similarly, thispaper made a qualitative analysis of the internal factors of small andmedium-sized banks in China, analyzed and summarized the keyinternal factors that affect the development of small and medium banks,made a quantitative analysis of the key internal factors with the InternalFactor Evaluation Matrix (IFE) and the analytic hierarchy process. Andthen, each of the key internal factors was distributed a weight, namely thesize of the impact of various factors to the development of small andmedium banks.Then this paper use SWOT analysis, combined with theformer internal and external factors analysis and evaluation, to liststrategic options based on the situation which small andmedium-sized banks face. With the help of quantitative strategicplanning matrix (QSPM matrix), this paper made analysis and evaluationof the strategic options, and discussed the implementationstrategies of small and medium sized banks.
