Shaanxi Yulin Dual Economic Structure Transformation Research

In recent years, with the accelerated process of industrialization in China, the national economy has been developed rapidly, but at the same time, rural areas has been in a weak position, regardless of competitive conditions in the region and self-organizing ability is far less than the city, the existence of urban-rural dual economic structure hindered the coordinated development of China’s economy, and has become the important issues of the moment to be solved. China’s very large regional differences and different areas had different ways to solve the dual economic structure conversion problems. As a special area, the resource-rich region should explore ways of the dual economic structure conversion which based on the particularity of the dual structure.This paper selects Yulin of Shaanxi Province as the case of resource-rich region, through analyzing the measure, current status, characteristics, causes and the conversion qualifications of the dual economic structure and the difficulties existed. On this basis, propose the general idea, implementation mechanism and concrete measures of Yulin dual economic structure conversion. The full text is composed of five parts, its structure and main contents are as follows:In addition to the introduction part, the first chapter introduces basic theory and relevant indicators related to the dual structure measure, the definition of the main concepts and the elaboration for the theoretical basis.Chapter Two mainly through analyzing the status quo of the dual economic structure of Yulin, starting from the resource-rich region to explore the particularity of the dual economic structure that resource development intensified the duality of urban and rural structure and resource endowment differences lead to the region a double dual structure. Mining the reasons of formation of dual structure, including deteriorated of ecological environment, unreasonable of the resource tax system, the imbalance of industrial structure, low level of urbanization and rural education reform lag behind.In chapter three, discussed the inevitability of the dual economic structure conversion in Yulin and difficulty existed. Analyze the inevitability through the negative impact of the dual economic structure to development of Yulin and the conditions of the dual structure conversion, and from the decline of environmental carrying capacity, the disorders of proportion of three industries, and the weak influence of the local financial analyze difficulties of dual economic structure conversion.The final chapter is mainly based on the analysis of earlier chapters, propose the general idea of dual economic structure conversion of Yulin, the most prominent is to promote the agricultural economy industrialization development and resource-based industries restructuring optimization, and develop the non-resource-based economy. Though discussing institutional innovation, the structural transformation and urbanization analyze mechanism of dual economic structure conversion. Combined with the actual characteristics of dual economic structure of Yulin and mechanism of conversion realization, propose specific measures for dual economic structure conversion.This study has important theoretical and practical significance on the solution to the "Three Rural Issues" and speed up the Yulin dual economic structure transformation, and has a certain amount of inspiration and reference value to the west dual economic structure transformation which is similar to resource-rich regions.
