As everyone knows,every electrical electronic product has their own life cycle andprocession: from designing,manufacturing,marketing to expiring. The traditionaltheories considered that the electrical and electronic producers only assume the qualityand sale-service responsibilities to ensure the performance of their products,but not therecovery responsibility after abandoned,which called Waste Electrical and ElectronicEquipment (WEEE).While with China’s rapid development,the awareness of environmental andecological protection increasing. Researchers began to pay close attention to find areasonable way to solve the recovery and reuse of problems as well as further developthe WEEE model construction. Thus extended producer responsibility (EPR) systememerges as the times require which not only require producers take the product andperformance responsibilities but also the responsibly of properly handle the discardedproduce.This paper expounds the EPR system explain that researching in the concrete of thecore concept of EPR system,developing of the practical application theory of theWEEE recycling in the specific electronic industry from a certain extent, analysis theprogress of China’s existing situations and problems based on the study of EPR systemat home and abroad. Put forward a new mode that three mode coexistence including theproducer-own recycling, the Producer Responsibility Organization, the CorporationRecycling Alliance, and the third-part professional Recycling of WEEE. In view ofChina’s electronics industry,different dimensions,the development stage and the statusof the industry of electrical and electronic manufacturers put forward under the effectivedevelopment of WEEE management advice based on EPR system. The article alsoprovides some cases about the achieved function in the recovery of WEEE based onEPR system, providing the reference basis for other electronic products who ready tocarry out the implementation of EPR system of WEEE recycling mode.Finally, this paper summarizes the whole proposed on the basis of the deficiencyof the research and future research prospects,hoping the further perfection.
