This paper systematically summarizes the recycling legislation and recyclingtechnology of international and domestic waste electrical and electronic equipment(WEEE). It also concludes and analyzes the present recycling status of internationaland domestic WEEE. Recycling technical solutions appropriate to China’s WEEE isproposed, combining foreign experience and China’s realities, carried out inengineering practice.Under the guidance of "China WEEE recycling regulations", researches onrecycling solutions to WEEE are from environment, resources, and economy aspects.Moreover, scientific calculation methods are obtained by researching on the keyissues, i.e. the calculation method and trend analysis of theoretical amount and weightof scrapped WEEE. The theoretical amount of scrapped residential WEEE iscalculated by using social ownership coefficient method directly. The theoreticalweight of scrapped WEEE is calculated through the test theoretical amount and datafrom average weight of electrical and electronic appliances. The data research ondistribution of toxic and hazardous substances in electrical and electronic appliancesprovides basic data support on China’s WEEE recycling research.This paper is focusing on researching WEEE recycling technology, researchingand analyzing dismantlement technology of waste refrigerators, waste CRTtelevisions and computer monitors, waste printed circuit board, waste plastic andwaste LCD TV. Recycling technical solutions appropriate to China’s WEEE isproposed, combining foreign experience and China’s realities. Most developedcountries adopt recycling technology with mechanization, high degree of automation,in stressing crushing and sorting technology. Normally, the recycling process is tocrush overall automatic equipment after the initial dismantlement, and then to adoptsolid particles separation technology, e.g. wind sorting technology, magneticseparation technology, etc. to separate different composition of the material. By usingautomatic production line, the recycling becomes very costly. China is rich in humanresources with low price of labor force, of which the advantage should be made fulluse. It should use hand dismantlement, special hand tools and special equipment asthe main technology; fully dismantle WEEE, improve the proportion of reusingcomponents, increase the added value of reusing products and material, and reduce the recycling cost; minimize waste incineration, landfill capacity; use crushing andsorting technology and equipment within limits, partly import the proper technologyand equipment, and form the advanced, applicable, economic, high-efficientenvironmental protective recycling technology, which is conformed to the situation inChina. Moreover, research on hazardous substances in WEEE recycling process andrecycling technology has been taken.In the engineering practice, the research on all kinds of WEEE recyclingtechnical solutions should be separately applied, during the practical operation inwaste household appliances recycling center in Cixi of Zhejiang province.In the WEEE recycling effectiveness analysis, the raw material recycling,reduction of greenhouse gases and ozone-depleting gases, and other toxic and harmfulsubstances harmless processing have been analyzed.
