According to The12th five-year plan proposal by The Central Committee ofthe Communist Party, speeding up the modern agriculture, insisting the wayof Chinese agricultural modernization, improving peasants’ science andtechnology cultural quality of peasants is the way to rise Agriculturalcomprehensive ability, anti-risk ability and marketing competitingcapability. Thus, cultivating new peasants is the Conner stone of developingmodern agriculture, also the key of success of this program. Developing themodern agriculture is the requirement of scientific outlook, the means ofnarrow the gap of economy between countryside and city, the way to improvingthe living standard of peasants, and the first duty of building the newcountryside.Modern agriculture bases on relative the capital goods, by using technologyand management efficiently so that “the literacy, the technology, themanagement” seem to the indispensable request for new peasants. However,compare to the large population and abundant natural resources, low education,lack of technology, poor health condition and running of talent youngerinfluence the process of agriculture modernization. Cultivating new peasantsmust be pressed for time.The traditional peasant cannot blend in the process of agriculture developing,but new peasants who know the literacy, the technology and the managementcan. We focus on Ning De city where locates in the southeast of China. Afterthe government has tried to grasp some achievements, the actual state stillnot looks good.
