The Study On Financial Reforms In Shanxi In The Context Of Comprehensive Reform Areas

On December13,2010, the comprehensive reform program of Shanxi province, which had thetransformation of resource-based economy as theme, was approved by the State. Shanxi province isthe Pilot Area for the transformation of Resource-based Economy (referred to as ComprehensiveReform Area). This is a great opportunity for Shanxi province to accomplish the transformation andspanning development. In the context of modern economy, the finance is not only the core force forpromoting the economic development, but also a strong driving force for the sustainable economicdevelopment. The construction of the Comprehensive reform area requires the strong support offinance, which in turn needs take advantage of this reform to realize the spanning development. Sothe in-depth research about the financial reform in the context of the Comprehensive reform area isimportant for both the construction of comprehensive reform area and spanning development ofShanxi province.The first two chapters describe the background and the meaning of this research and review theresearch status at home and abroad in order to present theoretically the financial reform in Shanxi.In the third chapter, with connotation and path of the transformation of resource-based economytaken into consideration, the general requirements for the finance in order to construct thecomprehensive reform area are exposed. In the forth chapter, we analyze empirically the influenceof the finance in Shanxi over the economic development. The conclusion is that the finance inShanxi is not in full play and its influence in economic development is not significant. In the fifthchapter, the problems in the development of finance of Shanxi province are concretely researched.In the sixth chapter, we present the experiences of financial reform in Pudong and Beihai. Facingthe problems and learning from the lessons of financial reform in other comprehensive reform areas,in the last chapter, we present the conclusion that Shanxi province should take full advantage of theprivileged policy in order to improve the capital market, reform the banking institutions andestablish the law-carbon financial center as the breakthrough for the financial reform. We advancesome specified policy recommendations: foster significantly the capital market, promote the reformof banking institutions, accelerate the development of non banking institutions and form a diversefinancial structure, create low-carbon financial centers and optimize the ecological environment forthe finance.
