Study On The Transformation Effect Of Resource-based Economy In Shanxi Province

As a resource-based province in the whole province,Shanxi Province has formed a single industrial structure based on heavy industries such as coal coking,metallurgy,and electricity in the past.It has also caused environmental damage,crowded out human capital,and lacked innovative capabilities.The problem has affected the sustainable development of the economy.The development of Shanxi Province into a resource-intensive province is a national need,and it is also a need of Shanxi Province's own development.This is a historical choice.Since the 1990 s,the provincial government has realized the urgency of the transformation of Shanxi's resource-based economy and has issued a series of policies to promote the development of the transformation.The policies involve the optimization and upgrading of the industrial structure,the improvement of the ecological environment,and the increase of science and technology,Investment in education,etc.At present,these policies have played a certain role in the transformation of Shanxi's resource-based economy,but the road to transformation is still long.The solutions to problems accumulated over the years require longer cycles and more wisdom.Based on the analysis of the relevant theories of resource-based economic transformation,this paper selects Shanxi Province,a typical resource-based region,on the basis of previous research and combined with personal understanding to study the problem of resource-based economic transformation in Shanxi Province.First of all,the development process of the resource-based economy in Shanxi Province was reviewed.Since the founding of New China,it has experienced the initial formation stage after the founding of New China,the rapid development stage after the reform and opening up,and the urgent need for transformation after the end of the "Golden Decade" stage.Secondly,to sort out the policy of resource-based economy transformation in Shanxi Province and analyze the current situation of resource-based economy transformation in Shanxi Province.Since the approval of the comprehensivereform zone,the development of resource-based economy in Shanxi Province has achieved initial results,but the transformation will take some time to achieve complete transformation success.Again,this paper selects the data of Shanxi Province from 2001 to 2017 for a total of 17 years and the data of 11 cities in Shanxi Province in 2017,and constructs an evaluation system through economic indicators,social indicators,and environmental indicators,and uses factor analysis to analyze Shanxi Province.The analysis of the transformation effect of the resource-based economy shows that the initial achievements of the transformation of the resource-based economy in Shanxi Province,but there are still some problems,and there are still uncoordinated problems in the development of economy,social,environment and so on,the transformation of Shanxi's resource-based economy is bound to have a long way to go.Finally,combined with the previous analysis,the countermeasures for the resource-based economy transformation of Shanxi Province are proposed.In the future development,we must continue to promote the optimization and upgrading of the industrial structure,integrate traditional industries,and encourage the support of the development of emerging industries and replacement industries;Continuously improve residents' environmental awareness,establish a reward and punishment mechanism,form a "who pollutes who governs" model,and improve the ecological environment;increase investment in education and science and technology,encourage talents to advance,and apply advanced technology to the production of enterprises,To promote the transformation of resource-based economy in Shanxi Province.
