Shanxi Province is in the economic and social transition period, an urgent need for a largenumber of high-quality labor, Training for Migrant Workers on the most effective way to achievethis purpose. Vocational training of migrant workers belong to the scope of public goods and,therefore, has all the characteristics of public goods, it is not only necessary to enhance humancapital in China, but also to maintain and achieve an important manifestation of fairness and justiceof our socialist society. To solve some problems of migrant workers, training, government, business,society, all parties should be given a high degree of attention and support. From a government pointof view, the Government should formulate public policies conducive to developing the vocationaltraining of migrant workers, such as the development of preferential tax policies and loan supportpolicies to encourage the development of the cause of public training, to develop a vocational skilltraining for the mandatory management and incentive policies to encourage enterprises to carry outmigrant workers vocational skills training, to develop access to job training system and a variety ofincentives policy, development of favorable policy environment to participate in the labor skilltraining for migrant workers. See from their own point of view of migrant workers, migrant workersneed to participate in their own vocational skills training have a correct understanding, as soon aspossible to new ideas, change old ideas to constantly improve their own quality, not only to take theinitiative to learn the theoretical knowledge, but also proactively participate in various trainingactivities beneficial to their own development, and constantly improve their employmentcapabilities.
