Study On Government Purchases Of Migrant Worker Employment Training Services Of Guangzhou

As Guangzhou is a labor-input city, the government has to solve the migrant workers employment services problem. On the background of “Double Shifts Project”, carrying out the employment training will be the way to solve the above problem. During the employment training, there will be some difficulties and barriers which the government has to face, including the bias training policies, the single character of the training institutions and the low level of involvement of the social organizations. Through the way of the government purchase of public services for migrant workers employment training will change the government administrative function, provide more professional training services and save the financial costs. Therefore, carrying out the research of government purchases of migrant workers employment training services will further enrich the theory of POSC, and may have great significance in training services.Take Guangzhou as the background, this dissertation carries out some research of government purchases of migrant worker employment training services using the document analysis method, interviewing method and case analysis method. First, from the basic statistics of the migrant workers’ scale and structure and the employment training in Guangzhou, this dissertation analyses the current situation of the migrant workers and their employment training. Second, from the background and process of government purchases of migrant worker employment training services of Guangzhou, this dissertation investigate the employment training service policies carried out by the Guangzhou municipal human resources and social security bureau, including the subsidy form and the employment training coupons form. The dissertation also introduces the government procurement project of Guangzhou family servers’ employment training. At last, based on the above two ways, from the sides of government and training institutions, this dissertation proposes some countermeasures and suggestions for improvement of the government purchases of migrant workers employment training service in Guangzhou.There are mainly two conclusions in this dissertation. First, based on the content of basic situation, employment training and government purchases of migrant workers, this dissertation proposes the inherent problems and further analyses the reasons. Second, based on the situation of government perchases, this dissertation proposes some useful counterplans and suggestions which could be inspiration to China’s POSC.
