Study On The Efficiency Evaluation Of Rural Power Corporations Based On Data Envelopment Analysis

Over the years, domestic rural power corporations have achieved significant development under the strong support of the Party Central Committee and State Council."Two reforms and unified electric price in urban and rural districts" which means the transformation of rural power grids and the reform of rural power management system to achieve the same electric price in urban and rural areas has substantially promoted the development of rural power utilities and rural economy. In recent years, new changes have occured in the situation and environment faced by the rural power development. Nowdays, China is accelerating the pace of new countryside construction, and at the same time, the new structure of the integration of urban and rural economic and social development is gradually forming. As a consequence, more and more attention is being paid to the development of county economy and new requirements for rural power grid. Under the circumstance, it is of important theoretical value and practical significance to investigate how to establish the efficiency evaluation system and employ correct evaluation methods to analyze factors influencing rural power corporations scientifically., which can further improve the rural power corporations’operational efficiency and promote their sound and rapid development.In this paper, firstly, a summary of the rural power management status in typical provinces in China is presented. China’s rural power management is gradually moving towards the standardized management, undergoing from extensive to intensive transformation. It should be noted that all provinces as well as cities and counties in the province have experienced different development stages and complicated managements, influencing the working efficiency. Then, the efficiency evaluation index system for China’s rural power corporations is established using correlation analysis. Obtained input variables include main transformer capacity, length of circuit line, comprehensive line losses, and number of employees, while output variables include the number of customers and the amount of electricity sales. Finally, based on the previous research, the efficiency evaluation model of China’s rural power corporations is established. An empirical study is carried out on24electric companys in certain domestic regions using comprehensive efficiency analysis, ultra-efficiency analysis, sensitivity analysis, projection analysis and Malmquist index analysis.Research results obtained in this paper can provide the theory basis for the present reform of rural power system, and offer decision support for enhancing the management level of rural power corpotations as well.
