To make the rural roads "accessible" and "unobstructed" is the basic requirements of developing China’s rural economy. However, the construction of rural roads have been impeded by the some factors likes being short of money, low road grade, lack of mechanisms and so on. Thus under the existing conditions, how to improve the efficiency of rural road construction is the vital point to solve the problem of rural road construction. In considering the rural road construction, urbanization, income and other environmental factors and random variables are also the efficiency of its construction. And what makes us be concerned about is how these environments influences the rural road constructions.This paper first describes the current situation of China’s rural roads and Beijing’s rural roads. The data from the government and the relevant academic studies have shown that there is large-scale investment in rural roads, most rural roads in low economic efficiency, lacking of funds in rural road construction. Meanwhile, we find that three-stage DEA method found less use in rural road construction on the efficiency evaluation, although we have done a lot of work on the reading some related papers. Thus we selected three-stage DEA model of rural road construction in Beijing to evaluate the efficiency. Empirical analysis concluded that Beijing rural road construction is relatively high efficiency, the level of urbanization and per capita net income of rural households in rural road construction efficiency have significantly negative and positive effects. Excluding environmental variables and random factors, scale efficiency dropped significantly, indicating that the low efficiency is mainly caused by the inefficiency of scale. Finally, combining empirical results that rural road construction should focus on the use of financial and human investment efficiency, improve relevant mechanism. Meanwhile, to increase rural family’s income, and to reach a reasonable level of urbanization on rural road construction have a positive effect. Based on the above conclusions, proposing some relevant policy recommendations.
