Petroleum drilling engineering is an important part of petroleum exploration anddevelopment and a very special underground engineering. In different geological environment,as well as various stages and all aspects of drilling engineering, there are a lot of differentforms and varying degrees of complexity and uncertainty factors. So it has the characteristicsof high-risk and high investment. Most of residual oil-gas reserves in China are distributed onthe economically underdeveloped western China and some areas with unfavorable exploitingconditions, adverse circumstances and low-grade resources. Meanwhile, China’s petroleumcompanies are continuing to develop the international petroleum resources markets and arenot familiar with geological conditions and the political environment. The drilling risk isincreasing. Therefore, controlling the risk of drilling engineering cost and reduce the drillingcost are the problems which is even more prominent and urgent.How to control the cost risk and reduce the cost of petroleum drilling engineering is amajor issue that is faced with the field of petroleum exploration and developmentmanagement, technical and research staff. The paper argues petroleum drilling engineeringcost risk control on the basis of reviewing domestic and overseas research and theories andmethods of project risk management from the perspective of project risk management. Itclassifies and analyzes a variety of risk factors affecting the cost of petroleum drilling project.First, petroleum drilling engineering cost risk is summarized into five categories, including21risk factors. Then it uses the Analytic Hierarchy Process to calculate the weight of indicators,and sets up petroleum drilling engineering cost risk evaluation model in FuzzyComprehensive Evaluation method. At last, the paper puts forward the measures to controlpetroleum drilling engineering cost risks in regard to the five categories, then setting forthcomprehensive measures to control the cost risk. It has not only theoretical significance butalso practical values.
