CNOOC (China National Offshore Oil Company) has experienced three developing steps of cooperation, self development and capital investment. Now it is the third biggest oil company in China, and begins to invest abroad. During this time, most of the projects in CNOOC are operated in the model of Project Management and the results are quite good. CNOOC is one of the first companies that use the up-to-date management system in China, but the method of project management in oil field is lacking of development as the quick development of project management theory in the world.In this dissertation, the development course, characteristic and the need to use project management theory of CNOOC are introduced. Then the brief explanation of the procedure and methods for the startup, plan, implement, completion and completion evaluation of drilling and completion projects is given.Incorporating the actual operation of drilling and completion projects, the problems in the aspects of project organization model, scheduling, quality controlling, cost management are analyzed. Aiming at the problems, a preliminary plan to solve the problems and shortage are put forward by making use of project management theory. These are the theory and specific implementation of optimization the project organization model, scheduling, quality, risk and cost combinatorial controlling. More specifically, a effective three-step-scheduling controlling system is set up in order to control the quality of worker, material, machine, technique and environment before, during and after of every working procedure. The risk and control the HSE of the project by JSA are also analyzed.In this dissertation, the EVC (Earned Value Concept) is suggested to control the cost dynamically and to find the deviation in time. The fishbone casual method is used to confirm critical factors and make creative measures and countermeasures. Using this theory, the cost controlling method of drilling and completion projects can be regulated so as to reduce the project cost and make work and management more efficiency.
