New Training Model Of Farmers And Herdsmen Research In Qinghai Province

In recent years, China central and local governments pay more and moreattention to the work of training farmers; as a result, the investment andcoverage of training work have increased year by year. As for Qinghai province,there are more than600thousand farmers and herdsmen given training everyyear in recent years. The farmers and herdsmen will be improved in science andtechnology quality and cultural quality. It will help to increase income offarmers and herdsmen. It also can help to build new rural construction. The newtype farmer and herdsman will be born through the training. These trained newfarmers and herdsmen will have some qualities such as knowing business,understanding science and technology and will be well-educated. There isimportant theoretical and realistic significance of farmer training to increase thetechnological content, international competitiveness of agriculture products, andto accelerate the modern agriculture and rural economic development in Qinghaiprovince. Through the training, farmers and herdsmen have learned many newfarming technologies. It also has improved the labor employment transfer.However, there are many problems in farmer and herdsmen training, such astraining policy propaganda does not reach the designated degree, training workmanagement confusion, training investment insufficient and use undeserved, soas to lead to the unsatisfaction of training, and the enthusiasm of farmers toparticipate in the training is not high.There are456questionnaires from farmers and herdsmen, which concluderepresentativeness for the farmer and herdsmen taking part in training inQinghai province. The questionnaires came from17counties of Xining, includeHaidong, Haibei, Hainan, Haixi, Huangnan and Yushu. There are30typicalFarm households in every county. Based on these questionnaires, the standardanalysis and empirical analysis methods were used to reflect the presentsituation and characteristics of the training active in Qinghai province. Based onthe full analysis of existing training scale of Qinghai province, the factors ofeffecting on the efficiency of training and problems have been found. Furthermore, this essay summarizes and draws lessons from domestic andforeign farmers and herdsmen in the training mode, combined with the needs ofmodern agriculture development in Qinghai Province and the need of trainednew farmers and herdsmen from training management system and operationalefficiency, to build a new and long-term mechanism of the training of farmersand herdsmen. This essay proposes that new training model of farmers andherdsmen in Qinghai Province should be based on the different agriculturalproduction areas, different industries and different training objectives to selectthe optimal, and at last makes suggestions to ensure the healthy development ofthe training of new farmers and herdsmen in Qinghai Province.
