Meanwhile,The transformation of professional identity has put forward higher requirements for the new skills of farmers and herdsmen In order to survive and develop preferably in the Course of Rural Area Urbanization.And overall speaking, the production technology of learning and survival skills of mastering is the process of human capital investment, in order to obtain the capital, they need to accept the relevant technical skills training.At present, farmers and herdsmen training is supply mainly by government, but there are many problems in training practice,such as the resource waste of training,training supply and demand dislocation,mismatched between training methods and training content,low training effectiveness,and so on.It is necessary to explore a new Training service supply path of farmers and herdsmen,in order To solve the problem in the training of farmers and herdsmen, cultivate new type of-farmers and herdsmen to meet the needs of modern agriculture and animal husbandry,Help farmers and herdsmen to achieve the transfer of employment, independent Entrepreneurship.And the advantage of the low price of the government to buy the way just to meet the needs of the.As a new path of national public service supply,government purchase take advantage of the competition mechanism and integrate the efficient operation of the market and the government’s standardized management to realize the purpose of improving the level of public services and optimizing the allocation of resources.It has been used in many areas of public service, and won widespread recognition by a number of governments.In our .country, the government purchase have been used and gradually extended with the endeavor of multilateral social power.In 2014, The Civil Affairs Department of Inner Mongolia also began to provide services in some fields of public service by government purchase way,and achieved initial results.This article tries to link up the farmers and herdsmen training service with the government purchasing in Inner Mongolia.and to solve the problem that the training service of the farmers and herdsmen is produced by the single providing pattern of governmentFirst of all,this article introduce the basic training situation of farmers and herdsmen in Inner Mongolia and summarizes the main problems of training services by government producing.Secondly,through analysis based on realistic demand of, Inner Mongolia,the attributing classification of training service for farmers and herdsmen,the superiority of government purchasing and responsibilities of the government,the author of this thesis is going to prove the urgency and reasonability of adopting the government purchase the service to provide training for farmer and herdsmen. Then summarizing the practical experience of the pilot work of the public service of Inner Mongolia in 2014 to provides the practical basis and feasibility of government purchasing training services;Finally,on the basis of summarizing problems of the government administrative producing for farmers and herdsmen training service and experience of government purchasing service pilot wonk,this article put forward suggestion to follow principles for the government to purchase the training services for farmers and herdsmen,define the governmental role position,enhance the capacity of service undertaking and improve the government’s purchasing public service operation mechanism (including strictly enforcing the standard, of purchasing process, strengthening the surveillance mechanism and Improving performance management system).Hope that this way can not only to meet the multi-level and multi-class training demands of farmers and herdsmen,but also to fulfill the government’s duties in the case of saving the public expenditure.
