Since21st Century, Human resources was never be treated as a cost, it has been taken seriously as an important resources. As an important method for develop and manage human resources, excitation has been used by more and more enterprises. Excitation can made the members try hard to apply their skills and talents, it can find their inherent potential seriously, and then it can improve the competitiveness of enterprises. State-owned enterprises is an important part of China’s socialist market economy, so it’s necessary to develop a reasonable incentive system. Perfect incentive mechanism has a major impact on the business management.The paper used Baotou Water Companies as an example for elaborate general problem of the incentive mechanism. It presented the company’s current production and management status, and combined the companies real situation of its human resources management, analyzed the current situation and problem of the company’s incentive system from five parts, as pay system, performance management,welfare systems, training systems and career management. For its practical problems, the paper proposed specific measures for improve the management by used the theory of the incentive mechanism.I hope the paper can promote Baotou Water Companies’incentive mechanism, and it can be a reference for those similar companies who encountered the problem in its incentive mechanism.
