Rural Area Land Circulation System Current Situation Analysis

With the rapid development of economies, great changes have also happened in rural area. While the contradictions of small-scale operation of rural land and repeat installation of resources is getting more and more serious which could not be ignored. The ones that worked and do business increased with the quickening and peasant of the urbanization process, farmland right to use is circulated and already presented in various degree in the whole country. Land-transfer has improved the utilizing efficiency, laid the foundation for scale operation of rural land and gotten quick development in rural area. But the most crucial problem in this process is how to protect the rights and interests of peasants.Based on the combination of rural land circulation and guarantee of rights and interests of peasants, this paper selects Taoyuan country, where the frequency of land circulation is much higher, as a typical survey region and makes an empirical study on how to guarantee the rights and interests of peasants there. Through investigation, the contracting relations of the rural land in Taoyuan country is basically in a stability, the process of right to the contracted management of rural land is being accelerated, the participant and the circulation pattern have become increasingly diversified. There are some factors, such as education, household income. The subjective and objective reasons why the rights and interests of peasants in the land circulation are not well protected are pointed out by analyzing the problems of rights-and-interests guaranteeing from different aspects like the institutions, laws and governments. Finally, this thesis puts forward elaborate advices on the policy of securing the rights and interests of peasants in land circulation, such as perfection of social insurance system, improvement of rural land-transfer market and encouragement of developing rural community organizations.
