Current Situation Of The Development Of Low-carbon Economy And Path Selection

In recent years, environmental condition around the world is getting worse, and then the Greenhouse effect has caused a lot of disasters. Achieving a low-carbon economy has become the common goal of every country in the world, so it is meaningful to analyze the situation of low-carbon economy.In the perspect of the tools,this paper made a combination of the theoretical analysis and empirical test methods. Firstly, It pointed out the importance of developing a low-carbon economy in Shaanxi Province through theoretical analysis.Secondly,it made a conclusion of the condition in the low-carbon economy in Shaanxi Province at present.During the step of empirical test, firstly, the paper used the material balance method to calculate the carbon dioxide emissions of Shaanxi Province from2001to2010, Secondly, it analyzed the situation of energy usage in the past decades.Thirdly by using the method of Tapio decoupling,it made a deeply reasearch on the relationship between the economic development and carbon dioxide emissions,as well as the relationship between economic development and energy consumption. In addition, this paper predicted the carbon intensity of Shaanxi Province in2020by transforming the decoupling elasticity equation and using the method of calculating the carbon intensity. Furthermore it estimated the gap between the predicted values with the planned carbon intensity.The main conclusions obtained in this paper are as follows:Firstly, CO2emissions in Shaanxi Province have increased year by year, which has a similar trend as the real GDP. From2001to2010, the relationship of environment and economic was in the stage of the Environmental Kuznets Curve that economic grows while environment degenerates,comparing to the whole country level,the carbon dioxide emissions per capita in Shaanxi Province is not very high.Secondly,the energy consumption is increasing year by year, the energy efficiency is getting lower and lower.Thirdly,the development level of low-carbon economic in Shaanxi Province is so much lower than the average level in the whole country.Fourthly,there is a inconsistency between the decoupling condition of carbon dioxide emissions and economic development, so it is not reliable to measure the development level of low-carbon economy only by the energy consumption. Fifthly,in order to decouple energy consumption with economic development, it is very necessary to reduce energy intensity, that is to say, improving the efficiency of energy usage.Sixthly,as to achieve the goal of reducing CO2 emissions, Shaanxi Province needs to explore methods of improving technical level and other areas,the change of economic growth pattern is needed.
