It has been twenty years since china establish the cultivated land protection regulation. Theregulation is determined by China’s national conditions of a larege population but lack of cultivatedland and the development of the society. The quantity per capita of cultivated land in china is only1.59acres, reaches44%of the world average level. Furthermore, with the increase of population, thequantity will be smaller and so is the basic farmland. Shengzhou is a hilly ground, the cultivated landis moer scarce than other areas. To promote social and economic development of good and quickly,Protecting basic farmland was particularly important,the research of basic farmland protection mayprovide security for basic farmland protection.So we must establish the most strict regulation, sincethe basic farmland protetion has a singificinet meaning both on food security and farmer’s life, as wellas the social stability. As a result, implementing a strict basic farmland protection regulation is a goodway to guarantee social sustainable development.This paper conclude the experince in protecting the basic farmland of Shengzhou, analyze theproblems and search new ways to protect basic farmland. The aim of the paper is to submit properproposals to Shengzhou’s Bureau of Land and Resources and the agricultural management for theirreference. The proposals are significance in directing farmland protection, sounding the basicfarmland protection regulation, which guarantee the prodution and the supply of agriculture.
