As the essence of land resources, cultivated land is not only closely related to the survival of mankind, but also closely linked with the development of agricultural economy and the stability of the national society. In January 2014, Premier Li Keqiang pointed out that at any time to hold the red line, to hold the basic farmland red line. Should adhere to both quantity and quality, strict delineation of permanent basic farmland, the strict implementation of special protection, fastening the cultivated land protection fence, build on national food security cornerstone. However, from the current relevant literature, the scientific and reasonable delineation of permanent basic farmland and achieve effective protection and other issues are still hot and difficult issues. Based on this, this article selects the permanent basic farmland as the research object, on the index selection, the method to define and protect measures analysis, enriching and guiding the permanent basic farmland protection provide the appropriate basis and policy recommendations.This paper is divided into three parts:the first part is the theoretical analysis part. Firstly, from the definition and characteristics analysis of permanent basic farmland of permanent basic farmland delineation of the basis and principles, index system construction, index weight calculation and standardization, index ranking, permanent basic farmland protection mechanism has carried on the theoretical analysis. The second part is the empirical analysis part. Mainly according to the front of the theoretical analysis in Shehong County Taiyi town as an example, using above theory analysis results, through hierarchical analysis determined the index weight, in the selected target assignment and standardization, the use of TOPSIS method comprehensive ranking, ranking results from the selected approach degree is greater than or equal to 0.4 of the first, second and third grade quality of cultivated land as a permanent basic farmland, and then generate the Taiyi town permanent basic farmland, the reasonable spatial layout. The third part is the countermeasure part. Mainly based on the results of the permanent basic farmland delimitation, combined with Taiyi Shehong County town of the actual situation, has carried on the discussion to the problems that may exist in the permanent basic farmland protection, and puts forward the corresponding policy recommendations. The main conclusions of this paper are as follows:(1) The permanent basic farmland has the dual characteristics of basic farmland and "permanent", and must be integrated in two aspects:scientific and rational delineation of permanent basic farmland. Specifically, selecting cultivated land into permanent basic farmland index system should include three principles:site conditions, the quality of cultivated land, location conditions; the criterion layer consists of the following indicators:contiguous land, irrigation guarantee rate, cultivated slope, drainage condition, soil pH, soil texture, effective thickness of soil layer, soil organic matter content, the distance to the traffic line, the distance to the town, to the residents of the distance.(2) Shehong County town of Taiyi permanent basic farmland area of 37691.43 acres, mainly distributed in 13 villages. Specifically:permanent basic farmland, mainly distributed in Bai Long village, Bai He village, Ba Zhang village, Dao Zu Miao village, Duan Gou village, Lian Hua Yan village, Mao Jiang Ya village, Zhang Qian Ba village, Ren Jia Gou village, Sha Xi village, Tu Zu Miao village, Tuo Bai Shu village, Shui Mo village.(3) The permanent basic farmland protection mainly exists delineation method is not standardized, the lack of effective management and protection, the incentive mechanism is not perfect, poor farmer awareness of the lack of awareness of protection, publicity of government is not in place and other problems.(4) Must be from the implementation of the role of legal protection, the norms do integrated planning, and strive to achieve resource intensive and follow-up compensation guarantee measures, comprehensive coordination and technical support and other measures, in order to effectively ensure the implement permanent basic farmland.
