How To Construct Our Country Policy Forest Insurance System

With the never-stopping fast development of China, forestry has a great positive impact on accelerating the economy. However, as a country with serious forest disasters and too quick consumptions, our forest resources and environments face a very difficult situation. Forest insurance is a key method to set up and improve the whole insurance system. It can also protect the resource, and develop in a more continuous way.There are five parts in this thesis. Starting with the research objectives and contributions of forest insurance, Part One provides the introduction of relevant domestic and international research status and trend on forest insurance. Part Two defines the forest insurance, gives the theoretical foundation of building up forest insurance system, and demonstrates its variances to normal commercial insurance. Part Three presents the proposal and history of our forest insurance, analyses the key elements to hold back its development, summarizes the issues encountered, and accordingly illustrates the significance of setting up a full forest insurance system. Part Four elaborates the forest insurances in foreign countries. By comparing different mature systems in US, Japan, Sweden and Finland and taking consideration of our current situation, how to set up our forest insurance system is given.Part Five is the core of this thesis. Based on our current situation, with experiences from developed countries, it presents the forest insurance which is tailored to China’s policies. Our current forest insurance system has to be supported by governments, together with commercial operations. In the primary phase with very limited supply of forest insurance, government should offer more support. Part Five conducts research on legislation, management, system design, implementations and operations, and external protects. It also proposes achievable suggestions and advices, which give the theoretic reference for our forest insurance system set up.This thesis takes the research methods of analysis from theories, real scenarios, and comparisons. It realizes the legal process of forest insurance system, provides the legal procedures, and references. This research will be further improved, and hope the full insurance system will be available soon.
