| With the gradual deepening of reform and opening up in our country and the constant improvement of the market economy, China’s economic development has made remarkable achievements. Under such circumstances, to improve the management and services of public goods effectively and increase the operational efficiency and service quality to better meet the needs of society has become a key issue to be solved. This thesis focuses on studying the composition of PPP project performance management system, the PPP project’s organizational structure, operational mechanisms, and the factors affecting the PPP project performance. And this thesis establishes a PPP project performance management system. With the stakeholder theory as a guide, every stage has been designed. The project performance management system proposed in this thesis is applied in the National Stadium Project. It shows that the system is reasonable.The main contributions of this thesis are as follows:(1) This thesis describes the theory of PPP project performance management, discusses the concept and characteristics of PPP projects, and builds the PPP project performance management system based on the analysis of project performance management and the PDCA cycle theory.(2) Based on the stakeholder theory this thesis analysis the factors affecting the performance of PPP project analysis, and designs the PPP project performance management system, which includes performance planning subsystem, control subsystem performance, performance evaluation subsystem, performance feedback subsystem.(3) This thesis proposes the combination of AHP and fuzzy comprehensive evaluation method to determine the PPP project performance, and finally with the National Stadium Project performance management system as the example it proves that the proposed PPP project performance management system has the feasibility and reasonableness. |
