| After The Method of Linking the Regulation of the Construction Land in Urbanand Rural Areas being carried out in the year of2008, some events such as breakingdown and constructing houses with force happen now and then, which go against thewilling of peasants and violate their interests severely during the process ofcoordinating urban and rural construction land and of consolidating rural land directedby local governments at all levels.“Forced to live upstairs†becomes a popular wordin the society nowadays. This paper takes Pingyang County in Wenzhou City as anexample to analyze those problems mentioned above. In order to protect peasants’interests, this paper reports the utilization of urban and rural lands in Pingyang County,with the basic requirement to rationally dispose the construction land in urban andrural areas and with the aim to speed up the development of rural areas. According tothe model analysis, it designs a science sustainable policy model of “economicallyadorable housing in rural areas†which is dominated by the government andvolunteered by the peasants. The government constructs the houses in advance; thepeasants then apply for the house on their own. It endows peasants the right to chooseand deny during the distribution of income range of construction land in urban andrural areas. Demonstrated from the fund balance in the policy execution, land savinguse as well as the development of agriculture and rural areas, the writer makes aninvestigation on the peasant’s willingness and conducts a research of the policy’sfeasibility and sustainability from the aspect of local government and of the peasants.It also states the related mating policy about the economically affordable housing,forecasts the consequences of the execution and ensure the operability and positivemeanings of the economically affordable housing policy. The conclusion of thispaper’ research is that applied with the model of economically affordable housingpolicy in rural areas, the government can not only increase the land optimizationconfiguration and stimulate the integration of urban and rural areas, but can alsoresolve the issue of protecting peasants’ interests. Thereby the problem of peasantsbeing “forced to live upstairs†can be prevented. |
