Affordable housings refer to the government provides limit standard、limit price or renthousing for the housing difficulties of low-income families. In our country it includes "twolimit" commodity housing, low-cost housing, economic applicable housing, policy rentalhousing and shanty towns housing placement. Improve the living conditions of low-incomeresidents is an important livelihood issue. The construction of affordable housing has animportant meaning to improve people’s livelihood, promoting social harmony and stability.The Chinese government put forward affordable housing policy at the end of the lastcentury. In2007, the Chinese government began to raise affordable housing to a new height,brought the housing security into the basic function of the government, issued a series ofpolicies on housing security system to regulate and refinement and would implement theaffordable housing policy earnestly as an important long-term task. Since2011, China hadentered the indemnificatory housing construction accelerated phase.The construction of the affordable housing solves some of the housing problems oflow-income families, completes housing guarantee system, and has a positive meaning topromote harmonious society. But problems repeated appear in the process of the affordablehousing construction and management, such as substandard quality, remote location,supporting imperfect and unfair distribution. These problems reduce the credibility of thegovernment and damage the interests of the housing.This paper adopts both qualitative analysis and quantitative analysis method, makes deepresearch in the process of construction and management problems of the affordable housing,summarizes and analyzes the five restricting factors of the construction and management ofaffordable housing, including capital, land, supervision, mechanism and laws; analyzingsuccessful practice in social financing, land supplying, the special management organization,distribution, exiting and the legal protection of these five aspects in some foreign countriesand regions; according to problems in the protection of housing construction andmanagement, introducing some specific practices to solve these problems in domestic areas,including the four aspects: land raising of funds, construction quality supervision, distribution,exiting and planning the layout; through the above comprehensive analysis, putting forwardsuggestions to solve the affordable housing construction and management: make top-leveldesign in the housing security system; establish government housing guarantee policyinstitution; strengthen affordable housing planning; increase the government financeinvestment proportion, widen social financing channels; improve the tax system reform;strengthen the quality supervision work of affordable housing; improve the fair allocation andoperation management mechanism of affordable housing; establish the housing security act.
