At present, China’s energy situation is quite grim. Nuclear energyhas become the only energy which has large-scale vicarious capability andbright prospects. In order to ensure country energy safely, we mustvigorously promoting the use of nuclear power, develop nuclear powerindustry. In the development process of country nuclear power industry,there is a problem of investing insufficiently. Introducing privatecapital can alleviate investment shortage effectively in the process ofindustry. How to introduce private capital preferably becomes the problemthat is needed to solve currently.This paper consists of three chapters and the first chapter is theanalysis of advantage and particularity in the use of nuclear energy.Nuclear energy compared to other renewable energy or alternative energyhas its unique advantages, more clean and safe, can help countries to easethe pressure from the international community, can also be effective toalleviate the pressure of the domestic supply pressure, the developmentof nuclear technology also makes nuclear power use more securely andeconomically. However the use of China’s nuclear power also has its ownspecialty, the perniciousness of accident hazards is inestimable, very closely linked with the military and foreign dependence of our countryis very high, whether it is in the level of uranium or related technologies.In the development of nuclear power industry, we must pay specialattention to these peculiarities.Base on analyzing advantage and particularity of nuclear energy uses,putting forward the contents of the second chapter: the feasibility andsignificance of private capital into nuclear power field. Furtheranalysis of the feasibility and significance of private capital intonuclear power field, United States, France, Russia and other countries’experience tells us it’s feasible that private capital can enter intonuclear power. The introduction of private capital can not only improveour country’s efficiency of uranium use, perfecting the industrial chainof China’s nuclear power, easing the financial pressure of the government,can also push forward the China’s power sector reform, achieving the powersector market, promoting the development of China’s nuclear technologyand more conducive to our high-tech talents training.By way of analysis of the first two chapters, leading to the thirdchapter: Structuring private capital access mechanism, offeringsuperficial view with respect to the China’ private capital accessmechanism. First of all, analyze the form and entry mode of the privatecapital that can invest nuclear power industry. That is to say buildingfunding system is the main financing way that private capital can adopt.For another it discusses the main problems of private capital access inChina’s nuclear power, including three aspects: China’s legal policiesand regulations; accession rampart in practice and private capital’ ownproblems. Finally, explain this perspective that how to build privatecapital access system in china’ nuclear power: Release private capitalaccess based on ensuring state control model. Structure the perfectindustrial funding system. Integrate dispersive private capital. Set upa more sound fiscal policy; improve China’s legal system, and encourage private capital to invest in nuclear power in order to help China buildprivate capital access system and further development of China’s nuclearpower industry. Realize the industrial management of nuclear power as soonas possible. Promote economic development without prejudice to theenvironmental benefits.
