In recent years, the policy of our government on the real estate market has experiencedfrom full support to control supply, then to comprehensively control stage. From the end of2009up to now, the government issued strong regulatory measures. Control measures had agreat impact on real estate enterprise’s management and development. Commercial bank asthe source of credit is facing complicated market situation. The real estate development loanrisks can not be ignored. In this context, a large joint-stock State-owned holding commercialbank Guangzhou branch (hereinafter referred to as the Y bank) is still actively expanding thereal estate development loans, hope that by developing the real estate customer’s projects,achieve rapid development in deposits, loans, and intermediary business, and finish the annualbusiness assessment plan issued by the superior. How Y bank should comply with thenational regulatory policy, strengthen the risk management of real estate development loan,and balance the relationship between business development and risk prevention become a realproblem that need to be solved urgently.This paper summarized the impact by which the stringent regulation and control policiesof Chinese government brought to the real estate market, the real estate enterprises andfinancial circles recent years. combined with the actual situation of Y bank’s businessdevelopment and operation management, this paper analysis the the various potential riskswhich Y bank is facing in operating real estate development loans business. Basising on that,this papar put forward the corresponding measures of business operation and risk prevention,hope for provide decision-making reference for Y bank’s management. Measures includingadhere to the people-oriented strategy, cultivating a healthy credit culture; building prefectrisk management system, by strengthen the analysis and research work; carry out carefulassessment review to asure strict loan access; carry out project management mode of realestate development loan, to ensure the loan recovery safty; actively carry out the financialinnovation and the credit structure diversity to dispersive risk.
