Along with the development of economic globalization, increasingly fierce competition appears. To cope with the challenge of times, ICBC Jinan branch has established products branch development strategy, and always adheres to the people-oriented management concept of human resources management system and carry out the comprehensive reform. In addition, the new post rank system has been set up preliminarily with further improvement and better assessment methods. The new human resources management policy inspires the staffs working enthusiasm and promotes the rapid development of the business. How well performance management works has become a hotspot and the focus of business circle, and many enterprises have made some progress in performance management, gradually developed as the core of the human resource management system. But the performance management in domestic commercial banks should be strengthened to have more exploration in the field, especially in combining theory with practice.The above problems are analyzed by using BSC, learning organization, equity theory, hierarchy of needs theory, etc. On the basis of the aforesaid analysis an improvement project for personal performance management is designed. The project includes many parts, such as building a all-sided goal system, training managers, meliorating appraisal rules for work outcome and work behavior, strengthening management in basic data for appraisal, diversifying the application of appraisal results. According to the process of performance management, the author divides the performance management system into several subsystems, analyzing the subsystems respectively together with the fact in state-owned construction corporations and building up several models and standards. With the combination of innovations in the Industrial and Commercial Bank of China branch in Jinan, performance management is proposed based on balanced scorecard of performance appraisal system and performance management through the entire process of management, including a clear strategic goal of branches, the performance appraisal system, performance evaluation and feedback report on the results, the use of performance evaluation results, etc., to optimize performance management in ICBC bank. This study will benefit the reform and innovation of performance management in the grade two banks of Industrial and Commercial Bank of China with some significant advice.
