Employees of the marketing class is a special group in bank employees, who take the structure of a bridge between the financial products or services and monetary, and who also are the founder of financial or service value, which plays a vital role in establishing, maintaining and developing the bank customer relationship management. How to build a scientific, feasible and full in line with China’s national conditions and meeting Commercial bank marketing class employee performance appraisal program to promote the development of commercial banks and form the core competitiveness is a common problem faced by all the commercial banks.The paper is starting from theories and methods of performance appraisal, combining with the concrete practice of the C branch of ICBC two sub-branches (referred to as the C Branch) and firstly discussed the current situation and existing problems of the ICBC branch marketing class II employee performance appraisal; and then used the method of management by objectives, key performance indicators, analytic hierarchy process, fuzzy evaluation method and other methods to design a set of performance appraisal program which mainly aims to the marketing type staff of two sub-branches of ICBC and which also have been analyzed the superiority of the effect by the PDCA; finally, regarding the safeguards of the program, the author have put forward four-point proposals, In this paper, research achievements have been seen as follows:(1) Study of performance appraisal theory:this article has made theoretical overview about the performance appraisal of the research subjects (C Sub-branch marketing class employees) and illustrated the importance of the marketing staff characteristics and performance appraisal from the meaning and role of performance appraisal.(2) Study of status and problems of the performance appraisal of the two sub-branches of ICBC:this paper introduce the basic situation, organizational structure, business processes as well as existing marketing type of staff performance appraisal program with C sub-branches and put forward problem of performance appraisal which obviously exist.(3) Study of performance appraisal design of two sub-branches of ICBC Marketing type of staff: as C with the study object, this paper design goal of the performance appraisal system, KPI system with management by objectives as the guiding ideology; determine the index weight with analytic hierarchy process; do performance evaluation with fuzzy evaluation method and analysis the effectiveness of the implementation of the program effect with PDCA model. (4) For the implementation of the scheme design of security discussed: including the organizational safeguard, formulate security, culture atmosphere security.
