Along with the impact of online finance,the traditional banking has been confront with the pressure of transformation and development,while corresponding changes must be made by the traditional e-Finance.Under the background,ICBC has formulated the development strategy to build the "Online Finance Ecosphere",and carried out a comprehensive reform to e-Finance by integrated the work of mobile finance,online and offline integration into the new department which named Online Finance Department.However,in the process of reform,the current performance evaluation system of e-Finance is not compatible with the requirements of the reform and development.For example,the contributions of e-Finance to the entire performance are difficult to be evaluated,the result of e-Finance performance evaluation has rare effect on the sub branches,and the e-Finance account for low share in the current performance evaluation system,the current performance evaluation index is not matched with the entire development strategy,the performance data of e-Finance business is difficult to obtain while not easily be traced,and the fraud of the transaction data fraud has repeatedly occurred,etc.Not only will the above problems interfere with the reform of e-Finance,but also affect the long-term development of e-Finance and the realization of the strategic objectives of the whole bank.On the purpose to resolve the above problems,this paper studies the relevant literature home and abroad,finding out that there are still some deficiencies in the performance evaluation of commercial banks,especially shortage of applicable evaluation indicators in the e-Finance area which based on online finance.Under the background,this paper draws on the core of the more advanced performance evaluation methods in practice extensively,such as KPI and 360-degree evaluation method,while the Balanced Scorecard method placed in more important position.By analyzing the characteristics and the inherent requirements of e-Finance,this paper points out the unreasonable points in the current performance evaluation index system and performance evaluation process of ICBC H Branch.At the same time,the ICBCe-Finance strategy and the suggestions of the experts,the leaders of relevant departments and the marketing sub branches are also being considered.The new system has chosen four dimensions and fourteen key indexes on client,financial,internal operation and learning growth dimensions while the client and financial dimensions are especially emphasized,and the one ballot veto matters are also considered,on the purpose to make the indexes objectivity and availability,getting rid of subjective interference.Particularly,this paper has introduced the concepts of direct income,indirect income and derivative income to measure the financial performance of e-Finance.It also can contribute to the reflection of e-Finance value and provide quantifiable indexes in the performance evaluation system to the head office of ICBC.On the process of determining the weight of the index,the Analytic Hierarchy Process(AHP)has been used on the basis of the optimized performance evaluation index system,while the opinions of experts in relevant fields of higher education,heads of relevant departments in ICBC,heads of secondary branches,and the frontline staff have been considered by questionnaires.By collecting and sorting out the above opinions,the AHP method has been used to determine the judgment matrix of different levels of indicators,calculating and determining the specific weight of different levels of indicators on the premise of consistency test,combining with the system requirements of the integral system,giving appropriate weight to all performance evaluation indicators.After that,the characteristics of different dimensions have been considered and the key points in the weight design have been deeply analyzed.As the result,solutions are put forward from three aspects: financial dimension index calculation,assessment task decomposition and application of evaluation results.On the basis of the above analysis,the implementation process and matters along with the attentions of the optimization scheme are clarified,while the security measures are put forward from four aspects in view of the possible problems of employees' conflict and poor execution.Finally,the research conclusions have been put forward.Finally,this paper puts forward the research conclusion that the optimized scheme can play an important role in promoting the development of e-Finance ofICBC H Branch in many aspects.Based on the analysis of the shortcomings of the research,this paper puts forward the following research prospects,such as integrating the performance evaluation system,establishing the dynamic adjustment mechanism of index weight,expanding the application field of performance evaluation results,in order to play a positive role to promote the strategic goal on online finance in ICBC.
