With the rapid development of China’s economy, the new goal of building a moderately prosperous society in an all-round way has been prompted by the government, and farmers, and rural and agricultural issues came into people’s horizons as the bottleneck of China’s further economic development.To meet the needs of the new situation, a lot of researches into it appeared, putting forward their own views, and some of them even completely opposite, but the core of the issues concerning agriculture, countryside and farmers seems to be undisputable. Solutions from the perspective of system, environment, science and technology, market-oriented, labor transfer have been proposed, in order to increase farmers’ income and promote the realization of building a moderately prosperous society in an all-round way. Starting from the source of farmers’problem, tracking the changes of farmers’ incomes in three decades of reform and opening up, this paper will explore the natural, social, economic, and political roots import from export, and mechanisms, and forecast the future about the questions according to the laws of history of the world, but sure it won’t be sure.In this paper, the problem of farmers’ income since1978has been investigated, vertical and horizontal, together with its causes, forecasting that the problem won’t be resolved in a short period of time, even has the possibility of more serious. From a vertical perspective, over past three decades of reform and opening up farmers income levels raised as a whole, increasing from¥133.6in1978to¥5153.6in2009, with the actual standard of living increasing by8.6times. From a horizontal perspective a significant change occurred in terms of farmers’ income and expenditure constitutes. Wage income after the rapid growth in the1980s continued to decline in the1990s, while home business income changed to the opposite direction, both of which remained at about40%of the total revenue; transferability income has increased, but the total amount is small; property income has always been so small that it can be neglected. Spending on household operation and life consumer spending are the major component of farmers’ expenditure. Since the new century, especially after the abolition of agricultural tax, property expenditures decreased. Outside analysis to the direct causes of various phenomena more explorations are focus on the systems, policies and administrative and agricultural peasants factors. Finally, according to the comparison of China’s urban-rural income in recent years, together with international and domestic environments, my prediction is that the income gap between urban and rural areas in a short time will not shrink, and even intensified. The problem of farmers’ income remains the biggest bottleneck of rural further development and realization of integration of urban and rural areas to achieve common prosperity and well-off society.
