As the key part of the National Economy, the service industry play an important role in transformation of economic development mode、effectively relieving the difficult situation of the shortage of resources. reemploying the new population of urban and rural, satisfying the material and cultural needs of the local people, and etc. Recently, the Party and the government focuses on the development of the Service Industry more and more, and issues a series of regulations and policies to accelerate the development of Service Industry, placing the development of Service Industry as the strategic focus of the industrial restructuring and upgrading in the twelfth five-year plan. Under the background of the strong pressure of competition caused by the development of Service Industry in neighboring cities and the policy of " Transformation of economic growth mode, and Adjusting the structure of National Economy ", the municipal Party committee of Dezhou seize the excellent opportunity, and makes the plan--"the leapfrog development of Service Industry " as an engine to catch up other developed cities and gain the advantage of late-development.Though the traditional Service Industry have achieved a lot by the local conditions and advantages, the level of modernization of the Service Industry in DeZhou, especially the aspect of upgrading of the modernization, has a long way to go, with the implement of modernization trend.Therefore, it’s a difficult problem for the government of Dezhou in the new era on how to gain the upgrading and perfecting of Service Industry by proper measures.Relying on the advantages in respect of geography, the transportation, the agriculture, the vast economics hinterlands, the labor, and the unique local culture, the Service Industry of Dezhou once accomplished a great deal in respects of traditional logistics industry and business.However, it hasn’t showed the rapid development under the trend of modern Service Industry after several years work, restricted by some problems, such as the low level, small scale and un-centralized distribution, which is no doubt to make the Service Industry development worse. On the basis of comprehensively studying the development of Service Industry, in the aspects of the overall trend and the internal--features, using the methods of the empirical analysis and documental analysis, and combining the related knowledge of the Science of Public Management, the Industrial Economics, the Government Economics and the Public Policy together, this paper sorted out the opportunities and challenges within the market environment of the upgrading of Service Industry in Dezhou by the analysis tool of SWOT.Through the complete analysis of the all aspects, we find the restraining factors, such as the out-of-date planning, the shortage investment, the low level of opening policy, and the insufficient factors in the aspect of the labor, the level of income and the market economic system. Based on the fundamental realities of the un-development of industry in Dezhou, this paper finds the solutions of upgrading the Service Industry, which is to develop the modern logistics、the tourism industry、the modern business and trade、the social service industry, and the rural service industry as the leading industries.Meanwhile, it put forwards the some policy advice in upgrading the Service Industry, including improving the scientific level of government planning, perfecting the development environment of Service Industry, promoting the region cooperation by the sufficient opening policy and training and bringing up the professionals of the Service Industry.and some measures to expand consumption, with the hope of providing references for the government to formulate and complete the related policy for the development of Service Industry.This paper...
