The city is the product of social division of labor and the development of productive forces.Since 30 years of reform and opening up,China's urban development has achieved remarkable results,the urbanization advancement speeds up unceasingly,the continuous expansion of city size,the function of city continuously improved,however,The government seems to have been unable to adapt to the development of cities,which brought a lot of problems in the city,the most common,is that we often refer to the "urban diseases".From the historical experience of the world city development,the main driving forces of the development of the leading cities are market driven mechanism and government led mechanism,and most of the literatures are from the economic factors to analyze the impact of urban construction,but in the process of city development,especially combined with China's national conditions,the role of government is often more than economic factors to determine the development trend of urban construction.The research on the urban development of the county is less,so this paper starts from the outskirts of the city to promote the transformation and upgrading,focus on three aspects of urban location,industry selection and public service in the peri urban area of central city,analysis of how to promote the transformation and upgrading of the city,the development of urban optimization.
