With the development of economics, more and more large projects are to be constructed, the urgent need for project supervision emerges. The supervision industry faces fierce competition meanwhile a good development opportunity exists.But there is a big problem in management of the project supervision industry, the business processes are chaotic, there is a lack of appropriate standards. This situation has greatly restricted the development of enterprises of Project Supervision industry. To enhance the competitiveness, project supervision firms need for scientific business processes.This paper researches S.D.C firm’s bidding decision-making process and tender documents making process. To bidding decision-making process, first, through a survey of employees asked we depict the present situation of business process, then analyze the status of business process, and point out its problems, according to the problems of present process, we propose appropriate solutions. Through the establishment of the decision-making index system suitable for S.D.C.company, clear description of all aspects of task that should be done, the introduction of fuzzy comprehensive evaluation method, and the establishment of an appropriate feedback mechanism to constantly modify the basis for decision-making, we establish a scientific and standardized bidding decision-making process.To the tender documents making process, similarly, we access to the staff, and describe the status of business process at this stage, then, wen analyze the problems and shortcomings that exist in the present business process, aimed at the problems and shortcomings, we create a new process. First we classiy the data involved in the tender documents, make clear the common data, on this basis, we establish the underlying database, preparing for calling. Make clear the workload of all parts of the tender documents, according to the difficulty and workload of different parts, we identify the bottleneck file, then allocate the tasks rationally. Meanwhile a feedback mechanism is established to check whether the tasks are completed. Once there is a problem, timely adjust the allocation of tasks, ensure that the tasks are completed on time. At last, we compare the new and old processes to illustrate the advantages of the new process.
