Research On Value Evaluation Method And System Model Of Agricultural Science And Technology Achievements

The improvement of China's demand for agricultural science and technology innovation capability and the increaseing demand for new technology of farmers',lead the number of agricultural science and technology achievements(ASTAS)in China to increasing year by year.However,the unequal information between supply and demand of achievements has greatly hindered the transformation of China's scientific and technological achievements to the real productive forces,in the process of transformation and transaction of ASTAS.Therefore,it is of great significance to study the value evaluation method of ASTAS,in alleviating the supply and demand fault of both sides and promoting the transformation and transaction of ASTAS.The research frame,work of value evaluation for ASTAS was proposed in this paper,on the basis ofthe current situation,value composition and connotation of transformation of ASTAS.Based on the analysis of factors influencing the comprehensive level of ASTAS,the method of comprehensive level evaluation of ASTAS was puts forward,and an evaluation model was constructed.Using the relevant economic value theory,the connotation of agricultural science and technology economic value was defined,furthermore the economic value evaluation model was constructed by researching the compositions of agricultural science and technology achievements economic value.A value system for ASTAS been designed and developed,which has the function of evaluation and statistical analysis,and can meet various demands.The main research results are as follow:(1)It was found that the investment,the number of achievements and the successful over-conversion rate of ASTAS in China are all increasing through the analysis of the transformation status of ASTAS from the perspective of input and output,while the conversion rate of achievements is far from meeting the existing needs.Through the analysis of the operational mechanism of achievement transformation,the participants and key links in the process of ASTAS transformation transaction were clarified.(2)The value of ASTAS was defined and the value composition was defined as economic value,social value and ecological value,through the analysis of the transformation and transaction process of ASTAS.The research framework of value assessment of ASTAS was put forward as that the synergy of comprehensive level assessment and economic value assessment of achievements promotes the transformation of ASTAS.Economic value evaluation provides the basic standard for negotiation between buyers and sellers,while comprehensive level evaluation provides decision-making reference for price negotiation between buyers and sellers.(3)The comprehensive level evaluation framework was proposed based on the analysis of the factors influencing the comprehensive level of ASTAS,The index system of value evaluation of ASTAS was constructed by using relational matrix,standard degree matrix and objective function.And then a comprehensive level evaluation model was constructed based on fuzzy comprehensive evaluation and analytic hierarchy process.The empirical results of the method and model shows that the comprehensive level evaluation framework proposed in this study is feasible and the model method has certain accuracy.(4)The economic value evaluation model of ASTAS was constructed,basing the analysis of the factors influencing the economic value of ASTAS and the comparative analysis of the existing evaluation methods.In the model,the economic value of ASTAS was divided into two parts:investment in the research and development of achievements and new economic benefits brought by achievements.The empirical comparison result shows that this method can take into account both the market environment and the bargaining power of the supply and demand sides of the product comprehensively while combining the replacement cost and benefit method.(5)The value evaluation system of agricultural scientific and technological achievements was designed,combining comprehensive level evaluation of agricultural scientific and technological achievements with economic value assessment,can meet the needs of various parties and serve the transformation and transaction of ASTAS.
