Urban land reserve system is an innovative land management system, which is a new land management system in China’s land use system reform process. Current theory and practice of urban land reserve system in its infancy, Cities around the mode of operation of the land reserve system, the effects of the operation is not the same, Also encountered many problems during the practice, thus affecting the implementation and development of urban land reserve system.This paper analyzes the characteristics of domestic and foreign land purchase and reserve system, operational procedures and Experience; the rent theory, market theory of supply and demand, allocation of land resources of the market failure theory, government economic theory and public administration theory of urban land reserve system; comparative Analysis of China’s three typical urban land reserve system mode; summed up the remarkable achievements of China’s urban land reserve system was established:Tianjin as an example to analyze, pointed out the problems of land reserve system in Tianjin, identify the causes, summed up the common problems; finally, six suggestions to improve urban land reserve system:actively carry out multi-channel financing; improve the legal system of land reserves, improve the supporting laws and regulations; reasonable land prices; further improve urban land property rights system; strengthen the demand for urban land and reserves the forecast analysis; urban land reserve risk control management.
