A Study On Features Of Construction Land Expansion And Its Rationality Evaluation In Chang-Zhu-Tan Metropolis

Land is the foundation of human survival and development, it is also an essential material basis for human survival and development. With the continuous promotion of industrialization and urbanization process, the conflict between urban land use and economic growth increased, and seriously hampered the sustainable economic development of urban society. As the core pole of economic growth in Hunan, construction land of Chang-Zhu-Tan metropolis is facing enormous pressure. Therefore, fully understanding the status of land use of the Chang-Zhu-Tan metropolis, improving the efficiency of urban land use, will have far-reaching potentially significant impact and obvious practical significance.This paper first discusses the characteristics and development trends of economic growth and land for construction in Chang-Zhu-Tan metropolis. As the core pole of economic growth, Chang-Zhu-Tan metropolis economic development has been very fast in recent years, but there are significant differences among the three cities. The construction land use will continue increasing, Changsha City, Zhuzhou City have higher land use. However, the construction land expansion of the Chang-Zhu-Tan metropolis still fails to achieve economic, social and ecological benefits. The contribution rate of construction land to economic growth in Changsha is5.56%, while the rate in Zhuzhou and Xiangtan is higher, is6.57%and8.93%respectively. At the same time, the growth of Land revenue in Chang-Zhu-Tan metropolis is rapid, the proportion of fiscal revenue is far more than the national average. The trend of profit is inconsistent with the growth rate of Fiscal revenue and GDP, and the role of promotion for growth is unstable. Only relying on the increase of construction land is difficult to realize the sustained and stable economic growth, the efficiency of construction land use must be improved.This paper conducts empirical study on the factors affecting construction land economic density and the contribution of construction land to economic development, as well as the empirical research of the factor affect construction land economic density. The city scale and industrial structure has the greatest impact on land economic density, and cluster effect plays an important role in improving land use efficiency. This paper evaluates the rationality of construction land use in Chang-Zhu-Tan metropolis employing the entropy method. Through the Comparison with the other city in Hunan, the rationality of scale is uncertainty in Changsha, Zhuzhou, the rationality of scale is improved in Xiangtan; and the social development index rose steadily, the ecological development index volatility in Changsha City; the ecological development index is low in Zhuzhou, Xiangtan. Finally, according to the results of the research, policy suggestions are provided for optimizing the construction land use of Chang-Zhu-Tan metropolis.
